But TD Securities downgraded TC to "hold" from "buy", saying it was skeptical the spinoff would create value. TC CEO Francois Poirier said TC needed to sell another C$3 billion in assets during the next 18 months to reach its 4.75 times debt to EBITDA target. TC had 5.4 times debt to EBITDA last year and is aiming to reduce that to 5 times this year. TC's Keystone pipeline in December spilled more than 14,000 barrels of oil in Kansas.

OTTAWA, June 1 (Reuters) - The Canadian government is backing up to C$3 billion ($2.24 billion) in loans for Trans Mountain Corp (TMC), the crown corporation building an over-budget and long-delayed oil pipeline expansion to Canada's Pacific Coast. Last year Liberal Prime Minister Justin Trudeau's government, which bought the Trans Mountain pipeline in 2018 to ensure the expansion project got built, provided a C$10 billion loan guarantee to TMC. The Trans Mountain Expansion will nearly triple the flow of crude from Alberta's oil sands to Burnaby, British Columbia, to 890,000 barrels per day and is intended to boost access to Asian refining markets. Finance Ministry spokeswoman Marie-France Faucher said the loan guarantee was "common practice" and did not reflect any new public spending. TMC is paying a fee to the government for the loan guarantee, she said.

The European Union's upcoming ban on Russian oil products could spell more turmoil for the Kremlin. China and India are unlikely to buy refined Russian fuels that were once sold to the EU, which will ban them on February 5. That's in contrast to Russian crude oil, which were snapped up by China and India after Europe shunned those supplies. Russia could refine less fuel but keep oil production stable, resulting in even more crude exports to India and China, Katona said. "China will likely to have to use its own products, reducing refined products exports from China that would have otherwise been available to EU buyers," he said.
Analysts who follow the industry say ESG funds' performance has been held back, most clearly, by the fact that many sustainable or ESG funds avoid companies that make fossil fuels. The average large-cap stock ESG fund had lost nearly 20% in 2022 through Dec. 21, according to Morningstar. Morningstar energy strategist Stephen Ellis thinks that's unlikely, since "we see the stocks as fairly valued to expensive," particularly in the oil part of the petroleum business. ESG fund flows in Europe have held up much better than in the U.S, which Morningstar's Stankiewicz says is because of more pro-ESG regulations.
